U.S. Again Extends Bid Date
for Turbines at 603-MW Ice Harbor

Ice Harbor dam on the Lower Snake River The Corps of Engineers extended for a second time the bidding deadline to design and supply two advanced turbines for the 603-MW Ice Harbor hydroelectric project on Washington's lower Snake River. Bids now are due June 30, 2009.

Bids previously were due June 9 and May 26. (HydroWorld 4/15/09) The Corps previously issued a pre-solicitation notice for the work. (HydroWorld 3/30/09) The solicitation followed industry comments on a draft solicitation for an advanced "fish friendly" hydropower turbine for Ice Harbor.

The Corps said work would include the design and supply of fixed-blade and adjustable-blade turbine runners, to replace existing runners in Units 2 and 3.

The solicitation includes all equipment, labor, materials, and work to design an "improved fish passage environment" fixed-blade turbine. The contractor also is to supply the turbine runner and appurtenant components. Additional requirements would govern the design of an "improved fish passage environment" adjustable-blade turbine, with the optional supply of the adjustable-blade runner and appurtenant components.

In phone conservation with Phyllis Buerstatte, bluefish learns that solicitation is for one turbine certain and one turbine optional. Turbine runners are not worn out nor in need of replacement, solicitations are for improving turbine runners so as to make them more "fish-friendly". Project approval is hoped to be completed by end of 2009. For information regarding how this solicitation is affected by current legal issues involving Judge James Redden, bluefish was advised to speak with public affairs officer.
