Army Corps to Spend Nearly $200 Million in Oregon, Washington by Scott Learn The Oregonian, April 29, 2009

The U.S. Army Corps of Engineers will spend nearly $200 million of recovery money for repairs and construction in Oregon and Washington, including restoring three key tribal fishing grounds, repairing dams in the Columbia River system and improving lakes and coastal harbors.

According to the Corps' project list, Oregon and Washington will get 266 projects totaling $192.5 million.

The projects, announced Tuesday, are paid for by the American Recovery and Reinvestment Act, which set aside $4.6 billion in February for Corps projects.

About $28 million will go to build or improve long-promised tribal fishing sites along the Columbia River, with the bulk of the funds going to build fishing grounds at Dallesport and Wyeth, near Hood River. Another $330,000 will help with reconstruction of the Celilo Indian Village, which thrived before The Dalles Dam flooded Celilo Falls in 1957.

The Corps plans extensive fish mitigation on the Columbia -- more than $20 million on biological work alone -- and repairs and improvements to most of the major dams along the Columbia and Snake rivers, including $16 million to strengthen failed spillway gates at the John Day Dam.

Other projects include dredging in Coos Bay and the Winchester and Garibaldi boat basins, and $12.6 million in repairs to Tillamook Bay's north jetty. The Corps also plans to dredge the Columbia River between Vancouver and The Dalles.
