Bush Policy Criticism Doesn't Make Sense

Bruce Babbitt's article in the Jan. 5 opinion section makes no sense to me. He is making President Bush responsible for wild salmon drifting toward extinction because the president will not remove four dams on the Snake River of Washington State.

He explains that this project was started in the 1960s, but never lived up to its expectations of cheap river transportation and electricity generation.

Since Babbitt was Secretary of Interior for Bill Clinton for eight years, it seems like he had a perfect opportunity to dismantle these dams. Mr. Babbitt appears to be a good politician who knows it is easy to do nothing and blame the next administration.
