Design Services for
Repowering the Dredge Oregon

As a river flows toward the ocean, suspended sand, soil and even rocks are carried along with the water. If enough sediment builds up on the bottom of the river, it causes the bottom to become shallow and causes a safety hazard. If a vessel grounds, its contents may be damaged and in more serious situations, the environment can be damaged if the ship's cargo is spilled into the waterway. A dredge (or dredger) is a vessel that dredges the bottom of the waterway to keep it clear and safe for navigation.

The Port of Portland is soliciting proposals from experienced firms and individuals capable of providing a comprehensive design package (including but not limited to analysis, drawings, calculations, technical specifications, component procurement, cost estimates, construction cost estimates and technical support) and construction services for repowering and refitting the dredge Oregon for the port's Navigation division. The port will incorporate the consultant-furnished design documents into solicitation documents used for construction services and component procurements. Those procurements include engine, gear reduction, driveline, pump, generator sets, cutter head motor and gearbox, etc.

The scope of work includes design services for replacement of the main pump and refurbishment of the main pump mounting bulkhead; replacement of the main pump engine; addition of a new gear reduction between the main pump and the main pump engine; replacement of two 1,400-kilowatt generator sets; scantling modifications for supports; assistance in developing specifications for the switchgear and monitoring and control systems; and technical support during bidding, fabrication, delivery, installation, start-up and commissioning.

The refurbished dredge should be capable of performing its primary dredging duties on the Columbia River in any weather conditions, sea conditions and river stages.

A mandatory pre-proposal meeting will be held at 10 a.m. on March 9 at the port's Navigation office at 6208 N. Ensign St. in Portland.

Information in the RFP will be clarified, and interested parties can ask questions regarding the port's requirements and process.
