U.S. Renews Call for Fish Passage
Spillway Fix at 603-MW Ice Harbor Dam

Spillways at Ice Harbor dam are in need of a fix. ACOE is seeking bids to modify spillways so as to hopefully improve fish passage. The U.S. Army Corps of Engineers has reissued a call for bids to modify a spillway to improve fish passage at 603-MW Ice Harbor Dam on the Snake River in Washington. A site visit was scheduled Dec. 16 with bids due Jan. 7, 2014.

The Corps' Walla Walla District issued a similar solicitation in September. The Corps also took information in September on firms capable of performing fish passage studies at Ice Harbor. It requested information in March on small firms able to supply new draft tube and scroll case personnel hoist systems at Ice Harbor.

The Corps noted a removable spillway weir in spillway Bay 2 is the primary passage route for downstream migrating juvenile salmonids at Ice Harbor. It said biological tests and hydraulic models have shown a potential for injury to some fish passing over the spillway due to the steep slope and the abrupt transition to the surface of a spill deflector.

To solve the problem, the Corps seeks bids to modify the spillway chute and the spill deflector in spillway Bay 2 and to add a new permanent extension to the downstream end of the spillway pier between Bays 2 and 3. The previous solicitation called for an extension between Bays 1 and 2. The work is to be performed between November 2014 and February 2015 at an estimated cost of $1 million to $5 million.

A solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering solicitation No. W912EF14B0003 in the "Keyword/Solicitation #" box. A site visit was scheduled at 10 a.m. Dec. 16. Those planning to attend must register by e-mail to jani.c.long@usace.army.mil and phyllis.l.buerstatte@usace.army.mil.

Bids are due Jan. 7. For information, contact Jani Long, U.S. Army Corps of Engineers, Walla Walla District, 201 N. Third Ave., Walla Walla, WA 99362-1876; (1) 509-527-7209; E-mail: jani.c.long@usace.army.mil.
