U.S. Seeks Governor Installation at
810-MW Little Goose Hydro Project

by Staff
Hydroworld, February 5, 2015

Little Goose Dam in southeast Washington state backs up a 37 mile reservoir on the Lower Snake River, known as Lake Bryan. The U.S. Army Corps of Engineers seeks bids to install new digital governors at the 810-MW Little Goose hydroelectric project on the Snake River in Washington. A site visit is planned Feb. 11 with bids due Feb. 27.

The Corps' Walla Walla District previously requested information on firms able to perform the work. It sought information in January on firms able to supply a standby generator to the juvenile fish facility at Little Goose.

The Walla Walla District now seeks bids to install new government-furnished digital governor equipment at Little Goose. It said digital governor equipment already has been procured and it seeks installation at all six main hydropower units of 135 MW each at Little Goose. The work is valued at $1 million to $5 million.

A solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering the number W912EF15R0006 in the "Keyword/Solicitation #" box. A site visit is scheduled at 8 a.m., Pacific time, Feb. 11. Those planning to attend should register by e-mail to the address below.

Bids are due by 2 p.m., Pacific time, Feb. 27. For information, contact Elaine Vandiver, Contract Specialist, U.S. Army Corps of Engineers, Walla Walla District, 201 N. 3rd Ave., Walla Walla, WA 99362-1876; (1) 509-527-7221; E-mail: elaine.m.vandiver@usace.army.mil. Corps to seek governor installation at eight Northwest hydro plants

The Corps' Portland District also said it plans to issue in February an unrestricted solicitation to install new digital governors at eight Corps hydroelectric projects in the Portland and Walla Walla districts.

The district previously solicited information on firms able to perform such work in the Portland, Seattle and Walla Walla districts in order to determine the type of solicitation to be issued. The government previously purchased governor retrofit kits to convert mechanical governors to digital governors.

The Portland District now says it plans to issue a firm fixed-price construction indefinite-delivery indefinite-quantity multiple award task order contract for installation of up to 24 government-furnished digital governors at eight powerhouses in the two districts.

It said all contractors determined to be technically acceptable will be evaluated for a proposed seed task order for governor replacement at the 110-MW Detroit and 20-MW Big Cliff projects on Oregon's North Santiam River. The work is valued at $500,000 to $1 million.

A pre-solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering the number W9127N15R0001 in the "Keyword/Solicitation #" box. A solicitation is expected in February.
