		Pacific Power says it Will Not

PORTLAND, Ore. - Pacific Power says it will not sign a proposal from the Bonneville Power Administration to pay $366 million to utilities.
The BPA filed the proposal last week. Utilities have 32 days to decide if they will sign.
It's the latest in a long-running dispute among public and private utilities over access to the benefits of the region's cheap hydropower controlled by the federal government.
BPA hopes to complete a final rate proceeding in the fall and proposes the payments as an interim measure.
Pacific Power says the interim agreement would temporarily restore some benefits to customers but calls it far from the fair share share its customers used to receive.
