U.S. Seeks Firms for Fish Passage Studies at 603-MW Ice Harbor Dam Staff Penn Energy, August 26, 2013

The U.S. Army Corps of Engineers seeks information on firms capable of performing fish passage studies at 603-MW Ice Harbor Dam on the Snake River in Washington. Responses to two notices are due Sept. 11.

The Corps' Walla Walla District requested similar information in August on firms able to perform fish passage studies at 810-MW Lower Monumental Dam, also on the Snake River in Washington.

The Corps also seeks bids Sept. 13 to modify a spillway to improve fish passage at Ice Harbor. Fish protection efforts at Ice Harbor include installation of fish friendly advanced hydropower turbines.

In two sources sought notices, the Walla Walla District now seeks information from firms able to perform biological studies to evaluate the new turbines designed for safer fish passage at Ice Harbor. The Corps said responses would help it determine the type of solicitations to be issued. Work is expected to be performed in fiscal years 2014 through 2018.

In the first notice, the Corps said it seeks information on firms to conduct biological studies to estimate direct injury and survival rate of juvenile salmonids passing through Ice Harbor Units 1, 2, and/or 3 to include one year of baseline data for an existing unit. Work would include direct release of fish into turbine units and collection of direct injury and survival data.

In the second notice, the Corps said it seeks information on firms to collect sufficient pressure and acceleration data within the turbine passage environment at Ice Harbor Units 1, 2, and/or 3 to include one year of baseline data for an existing unit. The contractor would: define the pressures and forces (both impact and shear) that might be experienced as fish pass through the turbines; determine the probability of fish exposure to the distribution of nadir pressures and the risk of experiencing physical turbine blade strikes or severe shear; and estimate fish passage survival through turbine units and through the tailrace using acoustic telemetry.
