Tariff Halts Traffic Out of Ports

A tariff imposed by the Port of Portland and enforced by International Container Terminal Services Inc. has proven a sound business decision for them, but a problem for ports along the Columbia-Snake River System.

This past week barge calls at the ports of Umatilla, Morrow and Lewiston, Idaho, were all canceled due to an insufficient number of containers ready for shipment. The tariff requires a minimum of 100 containers at the terminal in order to offset the labor costs attached to transferring the containers from barges onto ocean-going ships, said Josh Thomas, Port of Portland marine media relations manager.
