Salmon: Right this Time?

In going to a judge, environmentalists and fishing groups implicitly raise a big question about the Bush administration's handling of Columbia River salmon survival issues. Have the feds finally gotten it right?

It sounds unlikely, but maybe the answer will be yes. Given the administration's record of twisting science to preserve Columbia Basin dams instead of the fish, an independent answer is needed.

Since 2004, U.S. District Judge James Redden repeatedly has found problems with federal plans for the river. If Redden likes the latest plan, the public can have confidence that significant improvements have been made.
