Authorization to Discharge Under the National Pollutant Discharge Elimination System

In compliance with the provisions of the Clean Water Act, 33 U.S.C 1251 et seq., as amended by the Water Quality Act of 1987, P.L. 100-4, the "Act", Potlatch Corporation Lewiston, Idaho is authorized to discharge from a pulp, paper, and woodproducts facility located at Lewiston, Idaho, to receiving waters named the Snake and Clearwater Rivers, in accordance with discharge point(s), effluent limitations, monitoring requirements and other conditions set forth herein.

This permit shall become effective April 7, 1992.
This permit and the authorization to discharge shall expire at midnight, April 7, 1997.

E. Chlorinated Organics Control and Monitoring Program

1. Beginning no later than 60 days from the effective date of this permit, the permitee shall submit to EPA and the State a Chlorinated Organics Control Program for the Lewiston facility. The objectives of the program shall be:

  1. to reduce, to the maximum extent practical, formation of 2,3,7,8-TCDD, 2,3,7,8-TCDF, and AOX in pulping and bleaching operations through process changes and process modifications
  2. to reduce the discharge of 2,3,7,8-TCDD, 2,3,7,8-TCDF, and AOX through changes in wastewater treatment system operations.
Thge scope of this program is intended to encompass changes that can be made in relatively short periods of time at relatively low levels of capital funding. However, the permitee should include in its submitted program longer term capital intensive projects that are planned or under construction.
