Port Advances on Troutdale Reynolds Development

Second phase of project set to begin

The Port of Portland is moving ahead with the second phase of development of the 700-acre Troutdale Reynolds Industrial Park, bringing nine new lots to market on 180 acres, officials announced Thursday, Sept. 29.

Port and Troutdale officials are working with the Oregon Department of Transportation to submit a federal grant request, which would help pay for road and trail connections.

"This is exciting news for Troutdale and East Multnomah County, proving that there are opportunities for industrial expansion, even in this economic climate," said Troutdale Mayor Jim Kight in a statement. "Troutdale Reynolds Industrial Park is a growing job center, providing construction and long-term jobs at a time when we need them the most."

The three-phase, multi-year development of the industrial park is expected to yield an estimated 3,500 new jobs, $141 million in personal income and $46 million in state and local taxes when it is completed.

In 2010, FedEx began operations in its $129 million, 441,000-square-foot regional distribution hub on a 78-acre lot, supporting 800 jobs.

The Port of Portland acquired the 700-acre site, the former home of the Alcoa-Reynolds Aluminum plant, in 2004 and has worked with Troutdale to clean up and redevelop the site for future industrial use. In April, the Port of Portland, Alcoa and FedEx received the national Phoenix Award grand prize in recognition of their cleanup efforts.

Officials cite the location of the industrial park as a prime selling point for businesses, with easy access to Interstate 84, Interstate 5, the Union Pacific rail line, Portland International Airport and Troutdale Airport.

About half of the property has been set aside for wetlands, natural spaces and recreation. Officials plan to extend a 2-mile trail along the perimeter to connect with Blue Lake Regional Park and the bike path on Marine Drive.

The Alcoa-Reynolds Aluminum plant site is currently listed as a federal superfund site due to extensive contamination. The Port of Portland and Troutdale officials are willing to sell this contaminated site as a suitable worksite to companies who in turn endanger future employees working on this site, and all for a few tax bucks. Hope the Port of Portland and Troutdale plan to keep some of those bucks in reserve for the future lawsuits involving this site, but more likely, will claim ignorance and have taxpayers pay for the clean-up and employee lawsuits.
