U.S. Seeks Firms to Perform Fish Passage
Upgrade at 810-MW Lower Granite Dam

by Staff
Hydro World, October 15, 2013

Lower Granite dam and reservoir are the first of the man-made obstacles that challenge the downstream migration of Idaho's juvenile salmon and steelhead. WALLA WALLA, Wash. -- The U.S. Army Corps of Engineers seeks information on firms able to upgrade the juvenile fish passage facility at 810-MW Lower Granite Dam on the Snake River in Washington. Responses are due Oct. 23.

The Corps' Walla Walla District previously requested information in August from experienced contractors about possible methods, concerns, and production rates for its proposal to upgrade the Lower Granite juvenile fish passage facility.

Other recent actions have occurred at Lower Granite involving fish passage facilities, including a call by the National Marine Fisheries Service for passive integrated transponder tags, a request for information by the Corps on firms able to install a PIT tag monitoring system, and a Corps request for information on firms able to install an additional spillway weir to improve salmon passage.

The Corps now seeks information from firms with the interest and capability to upgrade the Lower Granite Juvenile Fish Facility. Responses are to help the agency identify prospective bidders.

The upgraded fish passage system is to provide additional water through enlarged 14-inch orifices. To accommodate the added flow, the Corps said concrete mining is required to enlarge the existing collection channel and the existing transportation channel.

A new section of transportation channel is to be mined through the dam to exit the downstream face of the dam. Additionally, a new transportation channel and associated systems are to be installed from the dam to the juvenile fish facility.

The work is expected to be performed between August 2014 and April 2016 at a cost of $25 million to $100 million.

A sources sought notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering Solicitation No. W912EF14RSS02 in the "Keyword/Solicitation #" box. A solicitation is expected to be issued in May 2014 with bids to be due in June 2014. Current responses are due by e-mail to the address below by 2 p.m., Pacific time, Oct. 23.
