New Division Chief for U.S. Army Corps of Engineers

Col. William E. Rapp will assume command Friday of the Northwestern Division, U.S. Army Corps of Engineers, in a ceremony Friday. A 10 a.m. change of command ceremony, open to the public, will be held at the Gerding Theater, former site of the Portland Armory Annex building at NW 11th and NW Davis. It will be hosted by the Corps' Chief of Engineers, Lt. Gen. Robert Van Antwerp

Rapp, selected by Army for promotion to brigadier general, most recently served in Iraq for Gen. David Petraeus as director of the Commander's Initiatives Group for the Multi-National Forces-Iraq. He has also held numerous staff and command positions in the United States and abroad.

From his Portland headquarters, Rapp will direct a 4,700-member workforce and more than $3 billion of civil, military and environmental programs in the Columbia and Missouri river basins.

Rapp, a graduate of the Military Academy in West Point, N.Y., holds a master's degree and a doctorate in political science from Stanford University and a master's degree in national security policy from the U.S. Army War College. He is a licensed professional engineer. He and his family live in northeast Portland.
